problems with blocking other devices

I've recently got the pro version of WiFi kill, and I love it, until my brother logs on with his kindle fire. WiFikill stops everything except for his kindle. This is a huge problem when he uses the netflix app; it bogs down everyone else and he uses it fine even when it says his devices is grabbed and killed. Also, the app shows that his device isn't downloading or uploading, even when it obviously is.

It's a hack. Maybe kindle has some sort of arp-spoof protection. Since I don't have the device it's difficult to tell.
